Archive: Slovenian Film Fund

Slovenian Film Fund, which was transformed to Slovenian Film Centre, a public agency on 19th of January 2011, was a public fund whose primary task was to support the development and production of Slovenian film. The Fund supported the development and production of live‑action, documentary and animated features as well as the production of short films.

Besides supporting the development and production, the Fund's activities also included supporting the promotion of Slovenian film at home and abroad, supporting the development of cinema screening, organising the Festival of Slovenian Film each year, and giving expert awards for the field of cinematography.

The Fund collected suggestions for the co-financing of programmes and projects from the field of cinematography with public competitions. In this way it ensureed continuous film production, co‑financed from the national budget.

The Fund also ensured the promotion and market exploitation of Slovenian film at home and abroad as well as the development of screenwriting, and it also planed and implemented the co‑operation with foreign non‑governmental organisations working in the field of film.

The Fund ensured the development of cinema screening as a cultural activity by monitoring the state of the cinematographic network, implementing measures for its harmonised development, and promoting the selection and distribution of art films in the Republic of Slovenia.

Additional vital tasks of the Fund also included organising the Festival of Slovenian Film, giving expert awards for the field of cinematography, and giving the Metod Badjura Award for Lifetime Achievement.

Bodies

The bodies of the Film Fund include the Supervisory Board and Management, represented by the Director.

The Supervisory Board consists of the President and a maximum of six members. The members of the Supervisory Board are appointed (for the maximum period of five years) and relieved by the founder (Government of the Republic of Slovenia), which designates three members in accordance with the proposal of the Ministry of Culture, one member in accordance with the proposal of the Ministry of Finance, and one member in accordance with the proposal of professional or expert societies or associations from the field of cinematography, film studio Viba Film and Slovenian National Television.

The Management of the Fund is represented by the Director, who is appointed and relieved by the founder (Government of the Republic of Slovenia) at the proposal of the Fund's Supervisory Board, which selects the Director by means of a public tender.

The consultative bodies of the Fund's Director are the Expert Programme Commissions, which set out the expert foundations for the operations of the Fund, establish expert opinions on the matters from the Fund's field of work, and formulate expert opinions on all the incoming requests for the co‑financing of programmes and projects.

Management

The Management of the Fund is represented by the Director, appointed and relieved by the Government of the Republic of Slovenia at the proposal of the Fund's Supervisory Board, which selects the Director by means of a public tender.

Expert Programme Commissions

The members of Expert Programme Commissions are proposed by the Director of the Slovenian Film Fund - a public fund and confirmed by the Supervisory Board.

The Film Fund shall appoint the members of the Expert Programme Commissions for the following programmes:

  • script development and film development,
  • realisation of live‑action films and minority co‑productions,
  • realisation of documentary films,
  • realisation of animated films,
  • enlargements, transfers and digital cinematography.

Besides the expected Expert Programme Commissions for the 5 regular programmes of the Fund, the Fund shall also appoint the Expert Programme Commissions for the Festival of Slovenian Film and for the programme of other festivals.
